Even many free or cheap plugins do indeed have great filters. For the lo pass, it depends on what you are looking for. If you are looking for an analog modeled one, then I can recommend PSP Neon (which is also a great linear phase EQ), or Eiosis Air EQ. The Hi/Lo Pass Filter. High and Low pass filters (also called HPF and LPF) act as a more intense version of an EQ. They are designed to cut off unwanted sound much like a limiter is a compounded version of a traditional compressor. As the name suggests, you have two type of pass filters.

Set cut-off frequency for high-pass filter.
Create filter sweeps by automating the cut-off.
Add a resonant boost at the selected frequency to accentuate sweeps.
